William C. Battle of Charlottesville and Henry Howell of Norfolk both see themselves as winners in the coming August primary for governor. Both feel that they will receive the greater portion of the votes that went to loser Fred Pollard in the initial July 15 primary.
Battle, who cast himself as a moderate between the more conservative Pollard and liberal Howell, justifies his claim to Pollard’s vote on logical grounds. He apparently feels that the supporters of the more conservative Pollard would support him over his more liberal opponent.
Battle was the front runner in the July 15 primary and has said that he expects to come out of the August runoff with a clear victory. He feels that Howell’s percentage of the vote will not be substantially higher than the 38 per cent the Norfolk State Senator received in the initial primary. Battle ran first with 39 per cent and Pollard third with 23 per cent of the 408,000 votes cast.
Howell seems to feel otherwise. He has said that he fully expects great numbers of Pollard’s voters to vote for him as they watch the progress of the campaign. For such an event to occur Howell’s appeal must defy all laws of rational political thought.
