that the markers provided for the county boundary were insufficient and the subject was pursued through Judge R. V. Snead. A report Friday showed that Judge Snead did not have any jurisdiction in the matter so Commonwealth’s Attorney G. H. Davis Jr. was requested to contact the Bartenstein surveying firm which had handled the boundary survey.
A grant and loan are available for a water and sewer authority in Sperryville. The State Water Control Board has alerted the county to the serious pollution problem in the Sperryville area where raw sewage is drained directly into the river there. The state board has requested action which can be taken more conservatively by establishing a proper authority now and using the grant and loan rather than to leave it and be forced into action later by the State Board. The Board authorized the payment of civil warrant costs for delinquent tax cases on which the treasurer wishes to take action. Current bills were approved for payment before adjournment.

Budget Surplus
In a statement issued Monday, August 4, Governor Mills E. Godwin noted that the state of Virginia has ended the first year of the 1968-70 biennium with an unobligated surplus of $25.5 million. Godwin cited figures showing a balance of $44 million as of July 1 of this year
Because of the fact that Virginia operates on a two year fiscal period the surplus figure could prove to be a fantasy. Godwin, however, stated that he hoped the 3.7 percent growth rate in collections would continue through next year. - If the growth rate continues the state could wind up the biennium with a surplus of $52 million more than was originally estimated. The original estimate was regarded as liberal by administration spokesmen.
A large portion of the gain in state revenue came from personal income taxes and the 3 percent state sales and use tax.
