This past weak tne nouse oi Delegates passed several matters that will have far reaching effect
they are approved by the Senate and' signed by the Governor. They include four resolutions having as their purpose the amendment and revision of the state constitution. I supported all of these resolutions as they provided for final decision by the voters in a referendum in November. The other two proposed revisions to the constitution were defeated in the House Privilege* and Elections Committee. These two revisions include the so-called Aldhizer Amendment authorizing the General Assembly to establish the boundaries of the City ol Richmond every 10 years and the other authorized state aid tc handicapped children in sectarian schools. These two revisions arc now being considered by the Senate and if adopted, it would then be necessary for the House and Senate to reconcile theii differences.
I supported the bill to remove the ceiling on the interest rate or secured real estate loans. The information presented clearlj indicated that unless the ceilinj was removed home buildinj would be sharply curtailed.
On Tuesday the General Lawi Committee, of which I am i member, held a public hearing oi the question of liberalizin] Virginia’s Abortion Laws an< approximately 200 peoph attended. This question has beer referred to a subcommittee foi study and recommendation.
