ASC Election
Changes Noted
For the 1970 elections of Agricultural Stabilization and Conservation (ASC) community committeemen, changes have >een made to strengthen both esponsibility and responsiveness >n the local level, H.S. Barksdale, Chairman of the Rappahannock County ASC Committee, eported recently. ASC Committeemen make riany decisions particularly vital o individual local producers. The lew election procedures for •ommunity committees will help issure that these farmer-elected •ommittees are fully epresentative of the farmers in heir communities. ASC community committeemen elect the ASC county committees. The county committee in each agricultural county is responsible locally for idministration of farm programs vhich include price-support loans ind payments, crop allotments ind allocations, and agricultural conservation and anti-pollution irograms. In addition to electing he county committee, ASC community committees assist in idm in istering these farm irograms. One election change is that lominations for ASC community ommitteemen will first be by letition. If less than six persons ire nominated by petition then he incumbent community committee will name additional candidates. Until this year the community committees usually lominated a full slate as well as accepting nominating petitions. Provision has been made to nsure minority group epresentation in cases where the ncumbent community ommittee fills out the slate. If lo minority group members have »een nominated by valid petition n a community where eight lercent or more of those eligible o vote are minority members, hen at least one minority group nember shall be among the andidates added to the ommunity slate by the ncumbent community ommittee. In no case can the committee dd to the slate if six or more alid nominations by petition are eceived during the petition leriod, which is July 28 through August 17. The elections will be leld (by mail) in September. New ommitteemen will take office October 1. Signatures of six eligible voters ire required for nomination, and oters may sign as many petitions is they wish. Eligible voters are armers who are eligible to jarticipate in any program idministered by the Agricultural stabilization and Conservation Service. This includes farm iwners, tenants, or ihare-croppers. Another change in election procedure is that voters this year vill vote for three or fewer candidates instead of five or ewer as in prior years. Community committees will continue to have a membership or hree, with two alternates.
