The figures are based upon data compiled by the Federal Reserve Board, the University of Michigan and others through national sampling surveys. They show that the amount of money a family puts into savings depends upon several factors, but especially upon its earnings.

Local families that have less than $4,000 available to them after taxes have little leeway and are unable to do much saving. Among those with net incomes of $7,500, an average of 6.2'percent is saved and, at $9,000, about 7.2 percent. It rises rapidly beyond this point.

In Rappahannock County, where the latest annual figures show a net, after-tax income of $5,647 per household, the average is 4.3 percent and the amount saved per household, approximately $240.
