There had been a question as to whether or not Mrs. Armel was eligible to run for a council seat since she no longer resided in the town. A ruling from the State Elections Board in Richmond said if she owned property in the town and had intentions of returning there she was eligible, according to James F. Massie, secretary of the Rappahannock Electoral Board.
