The study was made by the Tax Foundation, a nonprofit research organization that keeps tab on Federal spending. It represents a state by state breakdown of Treasury Department figures covering the past fiscal year.
The findings are that, in 21 of the states, more money was collected in taxes that were ear-marked for the aid programs than came back to them in grants. In the other 29states, the benefits exceeded the cost.
OF THE TAXES collected in the State of Virginia as a whole, $596, 000,000 went into the aid program and $572,000,000 came back in grants.
Rappahannock County’s contribution amounted to approximately $655,000 of the total and its share of the grants, to nearly $630, 000.
As for the unequal distribution of grants-in-aid, it is explained that there is no attempt to return dollar for dollar. The purpose is to provide aid in accordance with need.
