I have bent over backwards trying to be good to the public and trying to be fair. When I was first appointed dog warden, I gave summonses to folks when they had not purchased their dog tags. Soon I changed my policy and started contacting them, often several times before they bought. I did this to keep down hard feelings, because I thought the main purpose was to have everyone buy his tags, and the smoothest way was the best policy.
