In addition to Barksdale, planning commission members present at the hearing at the Rappahannock courthouse were Louis Mobre, £r., Alan Stokes, David Fannon, Newbill Miller, Commonwealth’s Attorney George Davis and Fanning Baumgardner, who .acted as a consultant to the commission in drawing up the proposed ordinances.
