If the subdivision was for more than five lots, the developer would have to meet state requirements, he was told; if for a 25-acre lot a gravelled surface the equivalent of a one-way road would provide sufficient access.

NEWBILL MILLER explained that a major guide had been aerial maps with soil designation overlays that had been prepared ten years ago by the Soil Conservation Service. These maps also included slope percentages.
