Davis told of visiting an advertised development in Warren on the Shenandoah River. He and Mrs. Davis went "one Sunday afternoon and saw lots close to the river, on a steep incline, with a cliff back of the houses. The lots were in the flood plain. After I smelled around I found the sewer system—a hole in the ground with rocks in it and a lid on it.”
