From Page 1 posed ordinances, Commonwealth’s Attorney George Davis insisted that the ordinances be gone through “page by page.” With an eye on the formidable size of the two documents (approximately 100 pages altogether), Miller and some of the other Supervisors tried—in vain, it turned out—to avoid this necessity.

Fanning Baumgardner, a retired engineer who acted as aconsultant to the planning commission in formulation of the ordinances, was then asked to explain any changes the planners were recommending from the ordinances that had been placed in the clerk’s office for public study, and which had been the subject of a standing-room-only hearing the previous week.
