Phil Irwin ventured his opinion that the same people who said they didn’t know enough about the proposed new ordinances also don’t know anything about the old ones. "If they had a personal copy, they wouldn’t study it,” he thought. “There’s no way to make an ordinance that is satisfactory to everyone. This is the U.S. way—if people didn’t have enough interest to avail themselves of the opportunity already afforded to read the ordinances, very few will if you postpone action.”
MRS. PAUL St. Clair urged that more thought be given to what kind of future the ordinances would create for Rappahannock, so that, children could be encouraged "to stay here and care for this land.”
Attorney James W. Fletcher noted that "in any ordinance, everyone has to give up something,” and that as an owner of extensive land holdings, "I’ll give up as much as anyone in this room.” Nevertheless, he was in favor.
