Pete Luke said he’d visited all dump sites on June 11 and had found all the dumpsters full except one, and with a lot of trash scattered on the grounds. At Scrabbel, he poked through the debris and found correspondence to someone in Waterlick, a Warren County community. A Warrenton address was also found, and Luke said he intended to write letters.

HERBERT FOSTER suggested posting notices of penalties, signed by the sheriff, at all collection sites. “Put some strong language in,” added H. B. Wood. “Put what the penalty is.” Luke said he’d negotiate with a sign painter he knew.
