part of the “Virginia Scenic River System.” The scenic rivers would be recognized under the federal Wild and Scenic Rivers System of 1968. If the rivers or the portions of rivers are designated scenic rivers by the state Legislature, the construction of dams • would be prohibited, strict effluent standards would be enforced, and federal funds for ptiblic park acquisition would be available.
IN RIGHT of the no-dam restriction on scenic rivers, Governor Godwin recommended only that “portions” of the Rappahannock River be designated, since Fredericksburg is studying the possibility df a smaller water supply (dam) on the Rappahannock.
Scenic River status for Goose Creek would also prohibit the Fairfax Water Authority from building a dam for an emergency water supply. Both the Rappahannock River and Goose Creek were listed as “potential scenic rivers” in a 1969 Commission of Outdoor Recreation study. The
