had been pressured to add certain educational programs, county students had consistently scored well on achievement tests. A vote to adopt the so-called “Campbell County resolution” was unanimous.

O.A. Norton, superintendent of the joint Rappahannock-Warren school system, sat silently while the resolution was discussed and adopted. But when he came forward later to speak on another subject, he indicated that he didn’t fully agree with the action thathad been taken. Norton was quieter about it than some educators have been elsewhere, but he made his point, nevertheless.

IF COUNTIES are judged on a qualitative standard rather than a dollar standard, Norton suggested, “then the state’s share of school budgets should be determined on the same basis.”
