MAJOR ITEMS of business acted upon were: A new constitution and by-laws were adopted; new articles of incorporation were adopted; an over-whelming vote to hold future conventions in Virginia localities which grant teachers the right to negotiate their conditions of employment, including a voice in instructional decision-making; set as the VEA’s top legislative priority was the passage of a state law enabling localities to negotiate with teachers. Another legislative priority was to have retirement at age 55, or 30 years of service.
For the second year in succession, delegates refused to endorse the NEA Bill of Teacher Rights which includes a section expressing the position that individual teachers have the right “to withdraw services collectively when reasonable procedures to resolve impasse have been exhausted.”
