“Whereas, the cost of implementing the Standards of Quality and Objectives for Virginia Public Schools is of necessity a costly burden for localities in the State of Virginia;
“Now, therefore, be it resolved that the Board of Supervisors of the County of Campbell is in disagreement with the current principle that dollars spent equal quality education, and the dollar standard should be replaced with performance standards to encourage localities to meet those standards with maximum efficiency; and
“Be it further resolved that the Virginia Association of Counties include in its legislative recommendations opposition to the current philosophy of financing education in Virginia.”□
