THE LETTER sent to the Rappahannock Supervisors, and the resolution, follow:
“Campbell County asks your consideration in support of the position indicated in the enclosed resolution requesting that the standards of quality criteria by the State Constitution be achieved by qualitative and quantitative standards rather than by monetary standards.
“The Campbell County Board of Supervisors and county residents are not in opposition to quality education. In fact, they have historically supported quality education even prior to it being included in the Constitution. We do not, however, feel that the dollar criteria was either the standard intended by the Constitution nor has it been successful. We would offer the Virginia position in meeting National Test Standards in the past several years as being the reversal of the increased money per pupil which is being committed to schools. Thus we consider the dollar has proyen to be a poor standard. We feel that the State Department of Education with legislative approval should arrive at standards which would have a qualitative and quantitative basis such as or similar to the standards required to meet the certification by the Southern Association of Schools and Colleges and other national
