Noting the annual debate between the school-teachers and the landowners over whether or not to raise taxes so more money can be spent on education, Masterson told the planners that Rappahannock is number 48 among Virginia jurisdictions in the amount spent per pupil on education, and fifth in ‘‘ability to pay.”
But did the planners realize, Masterson asked, that ‘‘ability to pay” is based on the value of real estate sold within the past two years. ‘‘So this means that speculators who keep turning the land over raise the value, and what the state refers to as our ability to pay. But 30% of the people in this county are below the poverty level. And the farmers are not making enough off the land to pay the tax on it.”
