COMMONWEALTH’S Attorney George Davis said he felt that granting the special use permit under Article 7, “recreational resorts,” would be giving the developers “a blank check.” It would leave the development of the facility up to the developers themselves, subject only to health department requirements, he said.

Davis said the developers of the all-year recreation area should be required to present a site development plan, as required under Article 13. This would allow the county zoning department some control over the location and design of roads and parking areas, setback and screening requirements and the adequacy of drainage, water supply, fire protection and sanitary facilities.
