MARDAVICH also listed some special first aid practices for wounds comonly caused in a riot, plus an explanation of different kinds of tear gases, blister gases, and other debilitating chemicals used by police. Mardavich foresaw the day, also, when police will need something like malpractice insurance. Police will be held liable for treating wounds that a rioter has received, he said.
There has been a “severe deficiency” in the planning district, argued Mardavich, because there has not been a riot plan. If a crisis situation should occur, the police and local officials need to know how to act in a uniform manner, so proper mobilization can take place. The riot plan will be expecially helpful to police in emergency situations, said Mardavich. Mardavich explained that a rock concert is such an emergency situation where a coordinated reaction is needed. “If something does break,” said Mardavich, “everybody will know what’s going on.”
