This forms a vicious cycle: since there is no impetus for work, there is no work, so the young, especially the poor young, can’t find jobs. This problem is one of the major factors leading to social unrest— the breeding ground for civil disorders. In some parts of the District, this is in fact the case.”

The riot plan lists steps that local political and law enfocement officials can take in case of a civil disorder. These include issuing proclamations, curfews, injunctions and calling special meetings. There also is a step by step ‘‘phased reaction” program, so police know how to react to disorder that might “snowball” into a riot.
