Mardavich also recommended that each police department supply an emergency operations center with the equipment needed in case of a riot. Each department should also name a riot control specialist, continued Mardavich, who will know the riot plan, know the techniques of community relations to stop a possible disorder, and meet monthly with riot control specialists from other jurisdictions in the planning district to learn more about riot control.
Mardavich’s riot control plan reminded some of the local officials on the planning district commission of the four-inch thick nuclear attack plan each county has. Like an old nuclear disarmament poster says, the most you can do in case of an attack is say good-bye.
