But the Rappahannock -Rapidan Planning District 9 Commission approved the plan anyway. It was another one of those myriad plans the Planning District has been churning out in the past few years. This one was a “civil disorder prevention and control plan” for the five rural counties in the planning district. At a meeting in Culpeper Thursday, June 26, the District Commissioners forwarded the federallyfinanced $3,000 plan to local police departments for information and “desired action.”
The Planning District Commissioners, representing the counties of Fauquier, Rappahannock, Culpeper, Orange, and Madison and the town of Warrenton are supposed to guard against the federal and state financing of “boondoggles.” But they all decided that a riot plan for the five rural counties was needed.
The “Civil Disorder Prevention and Control Plan” was put together by Frank Mardavich. Mardavich, a former Army riot control specialist and law school candidate, completed the plan in a six week period. The Planning District Commissioners had approved funding of the plan a number of months ago.
