Commonwealth s Attorney George Davis informed the Board that they could adopt an ordinance in accordance with state enabling legislation to prevent dogs from running at large, although he declined to address the practicality of such a move. Then even with tags, the warden can pick up loose dogs, noted Davis, although the animals are difficult to catch when loose.
“I hope to tell you it is,” interjected Dog Warden Jack Bruce.
“Except to shoot them,” continued Davis.
Supervisor Clarence Baldwin contended that shooting dogs roammg at large was not a fair solu*^ion to the problem since the ^animal may belong to someone who normally kept the dog under control by chaining or in a yard until it broke loose.
“I see many more dogs without collars than with,” countered Bruce.
