Vital considerations underlying this request include:
‘‘1. Residential subdivisions inevitably replace productive farmland and permanently alter the overall nature of the community.
“2. An estimated 49 subdivisions totalling 1,078 lots are already in existence which, if each were developed, represents a potential population increase of over 50% without ever creating another subdivision.
“3. Important information yet needs to be assembled and studied, such as the precise location and degree of development within existing subdivisions, with the results made available to the public
for consideration and comment.
“4. A county comprehensive plan, required by state law to be approved by July 1, 1980, should well provide definitive guidance for future growth.
