He added that Rappahannock's junior class this year fared even poorer scoring in the bottom 25 percent on SAT’s compared to students entering VP1 and the University of Richmond.

Miller acknowledged that declining scores on college entrance exams was not a problem Restricted just to Rappahannock. However, he said, “the feeling I got when 1 took it to the administration was that we didn’t have a problem. Now, it’s openly admitted that county students aren't performing up to average standards,” Miller continued, “but everybody involved is trying to shift the blame to somebody else.”

Jeremy Freeman interjected that high school math teacher Don Bomberger had pointed out part of the problem when Bomberger requested that the Scfmol Board institute an additional high level math class to offer algebra students who will have no appropriate course to take in their senior year.
