In the 60’s, television inspired rising expectations for services that pushed government expenditures very high, according to Lacy. Now, he said, a new trend was developing with local governments saying “Hey, wait a minute. Let's see if we can afford this.”
He noted that the Virginia General Assembly, by requiring a fiscal impact statement, had finally acknowledged the effect of state mandated programs on local government. ‘‘The concern hasn't hit Congress yet,” he said, adding that the level of federally mandated programs hadn’t dropped.
Finally, Lacy maintained that the “energy crunch” which occurred over the past two years “did more to wreck budgets than any other local component.”
