Miller repeated that the primary problem lay in failure to master basic skills at the elementary level, specifically in reading and language arts.
‘‘The whole country is having a hard time nailing down exactly where the problem (with achieving basic skills) lies,” responded Jenks Hobson.
“I can't believe it’s so complex,” Miller countered, “if an instructor at a Mennonite School with only a ninth grade education can teach kids how to read and have them working at grade level when they enter public school,”
Guy Foster attributed part of the county’s difficulties with its educational system to the lack of family involvement in the schools — a problem not shared by the Mennonite communities. “I was midly alarmed at the parents who were totally surprised at finding their child a grade or two behind normal level." said Foster. “Folks need to know where the basic problem is.” he said, adding that the attack should begin in the home. ’*• **PP»fc«iHwck can’t run its schools in the Mennonite tradition, noted Don Bomberger, but in a Mennonite community, families are behind whatever the teacher feels best “and that’s very important."
