When his third child began school, reading books were kept in school and so. Summers said, he bought supplemental materials for home tutoring. “You can’t depend on the school system,” he concluded.

Sharon Kilpatrick said that inadequacies in math were as serious as those in reading. When PTA members instituted a tutoring program, teacher requests were primarily for help in mathmatics, she recalled. Speaking from her involvement with math tutoring, Mrs. Kilpatrick reported that many students had failed to master simple addition while a large percentage had "no conception of how to attack a word problem.”

Freeman maintained that instituting minimum competency testing would help in improving performances in both math and reading. He told the audience that neighboring Warren County began competency testing in English, math and social studies a year ago. The first year, math failure rate was SO percent; the second year, it dropped to 35 percent. He ' attributed the improvement to the students realizing that they would have to work to reach up to standards.

Chairman Wiley suggested that a committee be formed to come up with concrete proposals for long and short range goals to be approved and adopted by the Citizens for Better Education at the next open meeting. Wiley and Liz Schershel, along with Sharon Kilpatrick and Jeremy Freeman, volunteered to serve. A fifth member will be appointed later, according to Wiley.
