Three months ago, Orange County’s Welfare Director Alan Courtney and Welfare Board Chairman Barbara Sue O’Toole were hauled into court and ordered by Judge W. D. Reams, Jr., to either come up with additional foster homes in 90 days or face contempt of court charges.
The period of grace expired recently with the defendants granted a reprieve until late August before they must show cause as to why they haven’t placed more children in foster homes. According to explanations given by the Welfare Department to the Orange Board of Supervisors, the reason why more children aren’t put into foster care is simple—there just aren't enough homes to go around.
