A bill that would enable Uncle Sam to keep closer tabs on U.S. farmlands coming into the possession of foreign interests is being cosponsored in the House of Representatives by Seventh District Congressman J. Kenneth Robinson. Signing on as a sponsor of the legislation last week, Robinson pointed out that "no one really knows how much agricultural land is passing into alien hands. According to the Government Accounting Office, there is no reliable data on the amount of U.S. farmland owned by nonresident aliens.”
Robinson noted that the Government Accounting Office had recommended the establishment of a national reporting system to gather such information. Hence, the measure he and others have introduced would require that all foreign interests in American farmland be reported to the Secretary of Agriculture, including the holdings, purchases and sales of such lands by domestic corporations substantially controlled from abroad.
Non-compliance could result in penalties up to 25 percent of the fair market value of the unreported land. The bill Robinson backs would also authorize regular reports to assess the effects of such foreign acquisitions on family farms, rural communities and food production.
