The Welfare Department has 17 approved foster homes, eleven of which are in Rappahannock County. Nine are currently being used. The limited number of slots available makes placement difficult.
Sometimes, Miss Mustoe noted, foster parents aren’t compatible with a particular child or can’t cope with the child’s special problem. “In the past, we’ve had kids that went from one foster home to another to another to another. We weren’t unique," she added. “We’ve had a better track record than a lot of agencies.”
