In a report to the School Board dated January 7, 1976, the Committee to Study Space Needs at Rappahannock County High School recognized “the need for construction and alterations" and listed priorities as:
1. Expansion of the cafeteria and kitchen.
2. Additional restrooms.
3. Additional classrooms.
4. Increased office and storage space.
The Committee, composed of Beverly Massie (chairman). Robert Anderson, J. R. Latham and Emory Russell with then Superintendent and Assistant Superintendent O. A. Norton and T. A. Fleetwood as advisory personnel, made no recommendation in their report.
