Burke Appointed
Luke informed the Board that Social Services Director Flizabeth Bunt in had suggested Becky Burke be named to the Area Manpower 'Planning Council as representative from Rapspahannock. According to Luke, the Council’s main purpose is to assess the job situation in RappahannockRapidan Planning District 9.
"The Council is being reorganized," explained Mrs. Buntin. "They're trying to make their programs more receptive to the needs of localities." She said that the Council was primarily involved in working with the Comprehensive Employment Training Act (CETA). In the past, she noted, attendance at the Council meetings had been sketchy with Rappahannock not represented at all. She called the reorganization "a good thing... In the past, we haven't known enough about Manpower Council programs." Pointing out that there have been only two county CETA employees during the past year, both in the school system. Mrs. Buntin maintained that CETA may be "an untapped resource."
She also told the Board that Welfare Eligibility Worker Ellen Mustoe was on the Council, chosen because of her involvement with WIN recipients in a program that requires mothers receiving aid to dependent children to accept suitable employment.
Supervisor H. B. Wood asked if the county was entitled to reimbursement for any costs entailed in representation on the Manpower Council.
Mrs. Buntin replied that Rappahannock could receive reimbursement for travel costs accrued—the only expenses allowed to the volunteer representatives from the Governor's Man
