According to Bennet, both he and Morris were born and raised in Rappahannock and plan to move back to the county eventually. He reported that he had a used car license registered in Alexandria, adding that the license could easily be transferred here.

BZA member Pete Estes assured Sutphin that the Board had "no objection to the permit if we can get all these little details unravelled." He emphasized that the BZA members were not fighting Sutphin's permit but "just trying to see what the situation is."
Forward commented that granting Sutphin's application could prove to be "an opportunity to clean up a real eyesore or. on the other hand, make it look worse than it is now."
Candy Coombs asked if the permit would be valid should Sutphin sell the property.
MeNear answered that misconceptions regarding special use permits existed throughout the county. "Ordinarily, an activity can pass on from owner to owner." he said, "unless the BZA attaches stipulations that state otherwise."
