The continuing saga of the Rappahannock Ski Corporations attempts to reopen its Harris Hollow property as a year-round recreational facility is the top county story for 1978.
The Ski Corporation started its battle in December 1977 with a special use permit application, asking for the right to resume skiing and to begin snowless gravity sliding, swimming and tennis at the twice-bankrupt ski area. After two heavily attended public hearings, the county Board of Zoning Appeals (BZA) turned down the application in February. The Ski Corporation filed suit, seeking a reversal of the BZA's decision. Subsequently, Judge Carlton Penn ruled on July 24 that the BZA had acted within its jurisdiction in considering the permit application but postponed a decision on the validity of the county’s ordinances.
