(Continued from Page 1) only four gallons of water per minute. The town is currently looking for technical assistance from the state in locating another new well site but so far, the efforts of Mayor Newbill Miller haven't been Successful.
In addition, the town may have additional difficulties in meeting new federal water quality regulations that became effective in the last year.
6. Reading Program
Rappahannock public schools directed special attention to reading programs this year after test scores indicated that approximately half of the elementary school students were reading below grade level. For the first time, special classes designed to bring youngsters up or closer to grade level were offered over the summer. In addition, Superintendent William Bloomer won approval^—and federal fundng—a reading lab to serve elementary students in grades four through seven.
7. Liquor By The Drink
After a last minute petition drive found enough signatures to qualify, liquor by the drink appeared on county ballots in the November 7 election. The referendum to allow County to serve mixed alcoholic beverages—provided the establishments meet State Alcoholic Beverage Control Board criteria—passed by a comfortable margin. Totals were 856 for liquor by the drink and 708 opposed.
In the same election, Republican candidate John Warner lost in Rappahannock but won in Virginia as a whole in his race against Democrat Andy Miller for U. S. Senator. Republican J. Kenneth Robinson was successful in his reelection bid for House
