In ’81
In its 1978 session, the Virginia General Assembly passed a new state law that requires students to pass the minimum competency exam before receiving a high school diploma. The first class to be affected by the mandate is this year’s tenth grade class that will graduate in 1981. Students who did not achieve* a score of at least 70 per cent will have three more opportunities to take the test before graduation. Students who passed the first time around will not have to take the examination again.
Superintendent William Bloomer noted that students who pass the examination will still have to meet the minimum requirements for credits before graduation. By recognizing that students who score 70 per cent or better have mastered minimum competencies, “we're saying they have the bare minimum to function in today’s society,” he concluded.
