Bloomer explained that the board decided to pay a percentage of salary as a means of giving the greatest benefit to experienced teachers. This fringe benefit will provide impetus for experienced teachers to stay in Rappahannock, he said, thereby cutting a turnover rate that has approached 40 per cent for the past several years. Asked for experience levels of the county’s teachers, Bloomer replied that in 1980-81, 29 of the county’s 62 teachers had zero to one year’s experience and 12 had two to three years’.
Most of the teachers who leave Rappahannock for positions in other school divisions fall into the four to seven years experience bracket, he said adding that partial payment of hospitalization premiums will help retain teachers.
