Mr. McCarthy said he had been talking with a number of landowners throughout the process of developing the plan.

Chairman Mike Massie noted that this process is new for the county. “For the first time the county is taking action before applications are made. This is done in anticipation of rezoning applications,” he said.

In deciding to try to advance such a plan, the planners hoped that agreeing to the conditions of the plan could become the basis for granting rezoning requests. There is a very narrow strip on the south side of U.S. 522-211 that is already zoned commercial and a somewhat wider strip on the north side. The plan is intended to encourage a deeper commercial zone.
