How much of the credit for the defeat goes to PEC is a matter of debate, and Mr. Dennis himself is uncertain.
“We know that their image was taking a beating, but we also know that their park revenues are declining, and that they’re making more money out of movies and stuff than they are out of theme parks. I’m sure that Disney left for a multitude of factors, not because the PEC took them on,” he said. “I think we may have helped them decide to go. I’m sure we did.”
The fight transformed the PEC. In Mr. Dennis’ first year they spent roughly $180,000. Last year they spent $2 million, and even in Disney’s absence the new budget hovers near $900,000.
Though the common foe that unified a diverse coalition of environmental groups is now gone, the pressure to contain and manage growth remains. The PEC finds itself in demand, and must decide whether to accept invitations to move into western Prince William County and to expand its activities on the state level.
