sion when loud public outcries resulted after the Governor wanted to chop away much of what he considered the underbrush of government. To do that, he would have tightened the belts for higher education, agricultural and consumer programs, and dozens of others.
Slender Democratic majorities in the House of Delegates and state Senate thwarted his proposals, setting the stage for November elections that will be among the most bitterly ever contested in Virginia.
It is nearly an all or nothing proposition for Governor Allen. If the GOP takes control of both chambers, he will be able to get exactly what he wants from the legislature. If it takes control of one chamber, he will be in position to get a significant portion of what he wants. But if Democrats maintain control of both houses, Allen will be the lamest of ducks and the budget he presents to the 1996 General Assembly session will be essentially meaningless since gleeful Democrats will give it quick and very public burial.
So the basic question at the federal and state levels is whether voters who seemed to want Government Lite as proposed by Republican in the Virginia election of 1993 and the national congressional elections of 1994 will have second thoughts as they see or experience the pain it can cause, pain Republicans say is needed to restore the nation’s economic health and not leave a bankrupt nation for future generations.
