He said one way to make response more effective is to use “directed patrol.” He said he knows that most departments have manpower shortages. With directed patrol, law enforcement personnel are concentrated during the times and in the areas where problems are the most severe.

He said when a citizen has a complaint that law enforcement cannot address, “you need to explain why you cannot do something.”

He has served on a tactical team to address drug problems for six years. In that capacity he has seen some things that horrify him. “I’ve seen infants crawling around on a floor at 4 a m. with drugs and guns all around them,” he said. “It’s hard not to get emotional.”
