His projects as a builder included a shopping strip center in Woodbridge, houses in Brookland Estates, Ridge View in Fairfax County, the Roland Park Apartments and Hampton Park Apartments in Northeast Washington.
He was president of the Mount Vemon Kiwanis Club and lieutenant governor of the Capital District of the Kiwanis.
He was a Mason and a member of the Scottish Rite, Kena Temple Shriners, Belle Haven Country Club and Franconia Baptist Church.
His parents were the late Clarence and Jessie Jenkins of Sperryville.
Survivors include his wife of 48 years, Mary C. Jenkins of Alexandria; four daughters, Catherine L. Jenkins, Pamela Jenkins and Brenda Jenkins, all of Alexandria, and Sheilah Newville of Catlett and two grandchildren.
He is also survived by six sisters, Ellen Chesgreen, Judy Walters, Pauline Reel, and Dorothy Poist, all of Laurel, Md., Irene Entsminger of Falls Church, and Beatrice Sheppard of Sperryville.
He was preceded in death by one sister, Mabel Deal.
