years. Mr. Hopkins, who took the top spot at the DEQ five months ago, said the agency recently filled many staff -vacancies and -istraining new inspectors.
"When they are trained and fully operational we expect that they will contribute substantially to increasing the number and frequency of our inspections," he said.
The report blamed poor management at the DEQ for the‘low levels of enforcement and accused Secretary of Natural Resources Becky Norton Dunlop of meddling in a case by ordering DEQ officials to retract a fine.
The report said Ms. Dunlop, whose cabinet post oversees eight agencies including the DEQ, interfered with the enforcement of a fine resulting from an accident two years ago in Southwestern Virginia.
