Large amounts of cow manure that spilled into Big Wilson Creek from Phipps Dairy Farm in August 1994 killed 4,255 fish. The report said DEQ officials retracted a fine against the Grayson County business only after Ms. Dunlop instructed them to do so.

DEQ officials, however, deny any involvement by Ms. Dunlop in the enforcement of any case — including Phipps Dairy Farm — saying that overseeing the department is part of her duties.

, A similar spill occurred in April 1996 at the same site, when an estimated 225,000 gallons of cow manure flowed into the creek.

No action has been taken by the state. DEQ officials say the company acted in good faith and spent an estimated $30,000 repairing a retaining wall.
