management systems are put in place. A developer will adhere to VDOT standards for roads and will grade lots to eliminate ponding in yards. Roads, curbs, gutters, inlets, pipelines, etc., should be able to handle heavy rainfalls. For this reason, piping for stormwater management is much larger than water and sewer piping. If such piping is undersized, runoff can do a great deal of damage. In the latter part of June 2001, some six to eight inches of rain fell in a two-hour period at Shawnee Land, a hillside community on the eastern slopes of Great Northern Mountain, ten miles west of Winchester. Runoff caused 36-inch pipes to be rooted out of the ground.
This Memorial Day weekend, a thunderstorm passed through the Winchester area and 40 to 50 single-family homes were left for days with standing water in their yards.
