Mr. Starks is the son of Thelma Starks Veliz of Culpeper and the foster son of Lilia Aylor and Raymond and Alberta Brown of Amissville. He is a 1999 graduate of Rappahannock County High school and is currently enrolled at Eastern Mennonite University. He will graduate in May 2003 with his Bachelor’s Degree in Business Administration. He works at Giant Food Stores as an assistant manager.
The couple will be wed in a private ceremony in Philippi on July 20, 2002.
